An Ordinance to provide for the Recovery of Costs and Charges incurred by the Colony and on behalf of imbecile persons introduced into the Colony.
Be it enacted by the Governor of Hongkong, with the advice and consent of the Legislative Council thereof, as follows:-
Short Title. 1. This Ordinance may be cited as The Imbecile Immigrants Ordinance, 1903.
Interpreta-tion. 2. In this Ordinance
"Immigrant" includes all passengers by any ship and also the crew of any ship and all persons on board and belonging in any capacity to any ship.
"Ship" includes any British or Foreign Ship.
3. The owner, charterer, agent, consignee and master of every ship which brings into the Colony any passenger not domiciled in the Colony who at the time of his landing is either lunatic, idiotic, or imbecile, deaf, dumb, blind or infirm or who becomes so within a period of six months from the date of landing and who becomes a charge upon the public or upon any public institution shall be liable to repay to the Government of the Colony all costs and charges incurred by the Colony on behalf of such passenger.
Owner, Charterer, &c., liable in certain cases for costs and charges incurred by the Colony on account of passengers becoming charge on public within 6 months of landing.
Exceptions. 4. The provisions of this Ordinance shall not apply to shipwrecked mariners or other shipwrecked persons brought to the Colony without charge by the master of a ship other than that in which they were wrecked nor to His Majesty's Land and Sea Forces.
